zun has a custom game engine written with DirectX(Direct2D probably), and he uses a lot of DirectX stuff in general, for example he uses DDS files for some of the sprites.
I'm guessing he writes his code either in classic C or C++.

What for?
Unreal is pretty much a 3D engine only.
And it's not like zun has to rework his own engine between games, the last time he did was around DDC.
So, it's not like it wastes time, quite the opposite.
I sincerely doubt that he would bother learning a new thing if he didn't have to.

3D is a bit too spacious. ZUN definitely takes advantage of the fact he's in a space that allows nonplanar graphs.
