The tabard is like a shield, a carapace defending against belly-grabs. Without it, the high and mighty hag is so mortally vulnerable. It's like she's naked with all her clothes on.

Naked tabard definitely has an effect. It's lingerie for the world not familiar with western underwear (even if at least Yukari probably has a few sets).
