Humans are the heart and soul of Gensokyo, if they were to transform into monsters without consequence it would be the end.Mizuchi wasn't as far gone as he was. She was possessed and acting on wrong information, so saving her was the priority.Reimu acts in the interest of Gensokyo (and her whims), not the humans. Usually those interests align, but not always.
