Modern otaku culture, probably one of the Umamusume girls. I don't really keep up with these FOTM things.
If you're looking for something timeless then it's >>50178374, very few characters can compete with her combination of longevity and cultural relevance. Reimu comes close but Touhou has always been really niche even for an otaku facing franchise and she's hurt by other characters from her own franchise (namely Cirno and Flandre) being more recognizable by casual outsiders thanks to Touhou's heavy reliance on fan works and memes to stay relevant.

Yeah, as much as I adore Chobits and it's essential to my otaku identity, it was big the year it was aired and then that was it pretty much it. I don't think she really has a place on there any more than Mahoro would. Fuck, Chidori would've been more accurate (and none of those shows were as anywhere near as ubiquitous as Haruhi, Touhou, or even Di Gi Charat).
Chii being in Haruhi's place is appreciated but perplexing.
No clue who the girl in the center is so bump her off.

To answer the actual question, it depends on how you define "otaku" since the sphere covers a lot more people outside Japan now. What in the 2000s would have been people who only know the big three know more shit now and also probably watch vtubers and fap to more hentai. What Code Geass's equivalent in modern popularity is shit like Chainsaw Man or probably more accurately Demon Slayer, neither of which I can really comment on because I've never watched them but it's been for long enough I don't think it's just flash-in-the-pan bullshit like most gacha are (so I don't think Blue Archive is really going to be a meaningful representation. Gacha can, Girls Frontline was huge for a while and while now no one gives a shit about it, it'd say it was part of the face of the culture from 2016 - 2021. Never followed Kancolle so I can't comment about its longevity).
If you mean an old character that still represents it, then yeah probably Reimu and Miku, the latter more likely. Vocaloid music is just shitty generic Japanese pop music with the singer being one of the instruments, so it's easy for normalfags to wrap their head around and identify with.

Otaku culture has been soulless and corporate since the late nineties, it's just that you were more fond of the I.P.s from the 2000s that was slapped onto everything. I don't say this as a mark against them, I hoard any Haruhi merchandise I can afford, but the only difference between then and now is that I don't really care about a whole lot of shows after 2012.

The last consensus on the topic was probably when reimu, haruka and miku were the big 3. Mainly due to their omnipresence on niconico which was obviously highly tied to otaku's culture back then. Then kancolle came and many considered it an unofficial 4th. Understandably so, it consistently had like a 1000 more circles than touhou at comiket for a while. I don't know if people were too young or simply forgot but kancolle had a huge influence on the entire gacha industry that can still be seen today. It's what accustomed most people with the kusoge industry at the time and was in a way its big bang. It's also notable how everything suddenly became about anthropomorphical waifus. They're obviously not the first to do it but the concept wasn't nearly as widespread before kancolle and today we still have things like umamusume (which also feels like an idolmaster copy gameplay-wise but eh I'm not the fun police).

Nowadays I think it'd be harder to come to a consensus for who's the face of otaku culture considering how mainstream it is. Even if something has a bigger reach than one of the aforementioned franchise it likely will still make up for a smaller percentage of otaku culture overall. Kind of like how a million subscribers channel on youtube is just a drop in the ocean and will not be recognized by most users. As each franchise gets bigger individually the otaku community becomes more divided. Anyways Haruhi is number 1 as far as I'm concerned.
