Actually, from what I've seen, Geneon/NBCUni was the one with bad or cheap PVs in general. PVs by other studios are noticeably better but still often cheap looking.

Even in Japan, back when CDs were still king it was very common for CD stores to not stock even recent anime releases. The question is why labels did not do more to promote anison artists, especially beyond otaku. Yes, the stigma existed, but even before recent times it wasn't unheard of for anison to cross over to the mainstream, so it could be done.
