I would say the gods get first dibs, given that they're the functional rulers of Gensokyo. There's also a small enough number of them that all of them can have boys without depleting the supply. Next I'd say the shrine maidens, as a token reward for the humans as we won't be giving any to the girls of the village. Lastly we can give some to each of the most powerful youkai so that they'll have reason to stay behaved. Surely there will be some boys leftover, but it doesn't really matter who they're given to so long as it's not fairies, lunarians, or human girls.

Well obviously it's to their teacher they belong to. She's the only one making sure the new generations of villagers don't end up as complete troglodytes. I can't imagine many others who are as deserving of a cute boy than her.
