Then download MTA from https://multitheftauto.com/Practically everything on this server is OC, so since things are tweaked until (relatively) last minute most of the time, a pre-download will be posted closer to the server being hosted tomorrow along with instructions.

You just need to play around with the settings until you find something that works for you. For OBS there's a few macros you can set in order for the replay buffer to reset everytime you press record. Otherwise it will keep rerecording the same footage you already captured if it's still in the same time window (though it's just a personal annoyance of mine, using the replay buffer like normal works just fine).
