How difficult is it to torrent anime, manga, JAV, and doujinshi in japan?
Where I live no one really cares about piracy unlike in japan so I'm wondering how's the situation over there.

its not any harder, but its probably more looked down upon in japan.
the reason why stupid gaijins usually pirate is because, especially back then, japanese content was/is not readily available or even officially licensed outside japan. where in japan it would be fairly easy to just pick up a DVD of something like KO beast or another old series, in america that would be straight up impossible to find in a store. when you eventually check the ebay listings, they can be upwards of 100 smackaroos for the more desirable stuff.
westerners pirate by necessity. in japan, if you pirate, its seen as nothing more than just greed.

There's a difference between being a citizen of Japan and being a JET though. The latter has to be on his best behavior at all times or else he'll get deported.
Bittorrent and other filesharing protocols like Perfect Dark, Winny, and Share are somewhat popular but unsurprisingly most people just use illegal streaming websites.

I heard it is way more tacked upon, so I worried and dutifully got VPN sub when moving here.
However, I had several slips, and since then I've lighten up quite a bit, and I have yet to receive any notification of any type.

That being said, I think it depends a whole lot on the type of content you download, I for one rarely download any "of the season" content, I barely even watch any anime desu.
If there are game they're usually not as popular here, and of course the occasional doujin. And when I can I prefer using private trackers.

Torrent tracking is not as simple as you might, it actually requires a relative effort from the interested companies, and ISPs in general I guess just don't care enough.
