People just picked the design and (maybe) the character archetype that those npcs cover and let their imagination fly. Also pokemon writes more into characters, but I've also hear of some pokemon fans saying shit: "STFU and wanna go catch pokimon, dumb npcs should stop these needles talk I wanna play the gaaaame" about modern games.Similar case in Touhou: Daiyosei and Koakuma, literally not a single line in canon(since very recently) but there might be more text in smut, hentai and other sexual/romatic stuff of each of those characters than all the canon in Touhou put together. Sure other characters have more but the fandom really made a lot of characters that were just a silent midbosses.I can't really tell what makes a character start being considered sexy. But once it's considered sexy it can snowball into a lot of people also considering the character sexy/marriage material whatever, sometimes the characters have their own traits that originated and stayed just in the fanfic fandom and so on.So it seems the most important factor for a character being popular for dating fantasies and the like is raw (internet) popularity. And appearing in something popular or that has a lot of fanarts that get shared over the internet boost the chances of characters appealing a lot.
