Yes, cultural appropriation is an actually racist concept because it requires declaring someone to essentially be that correct race or nationality to do something, which declaring people as essentially being certain nationalities or races. But in history cultures are always changing and adapting. The majority of Japanese people do not use the concept of cultural appropriation, the vast majority do not get angry if a westerner wears a kimono or yukata, and the few people in general who use the concept of cultural appropriation base their arguments in the fact your giving Japanese/Black/whatever-owned businesses more money.
