Not exactly. Reimu mostly just served as editor and the omikuji were largely written by Reimu's (human) friends and actual divination, and the main fortune part we can reasonably assume is intended as the main thing that was revealed to Reimu by the gods, and thus more reliable than the sub-categories, which are written by the girls and are much more biased since they're just their own impressions of the girl in question. (Marisa probably wrote Cirno's)

Cirno's oddly extreme fortune, other than being a pun, is just another hint that there's something really fucking weird about the ice fairy, like how Aunn commented on the "evil" she noticed within Cirno's newfound power after their fight in HSiFS.

What's there to say? The gods revealed (great) misfortune associated with them, and then it was purposely altered at their behest, likely through bribery or just being really fucking annoying like only a tengu could, hence why the original fortune was struck through and replaced with a more positive result, which is obviously no longer indicative of the truth.
The tengu are a bunch of liars, y'know?

But since these alterations were clearly communicated to us as the audience, and Reimu would have no reason to interfere with the divinations for the others, we can assume that everyone's primary fortune excepting those two is accurate.
