Now. You have so much artwork, fan music, and all the good games that were going to come out to go through. The only part that is worse than the past is interaction with the community, but you don't care about enjoying Touhou anyway if that's what you're concerned about.

To be fair the community is a big part of what people like about Touhou.
And it is what made Touhou popular in the first place.
Disregarding a whole part of what made the series enjoyable for many people feels pretty short sighted.

2011 imo. Though I would be inclined to agree that now isn't that bad of a time. This is probably the most accessible the series has been.
