Talking about Crime: Do you think it's entirely owned by Youkai or do human criminals still exist? Like does the human village have their own version of the Yakuza? A settlement that looks as city-like as the Human Village does would absolutely have organised crime rings and proto-crime families. The village looks like it'd have a decent gambling scene and mercentile families & those tends to be the nucleus of other kinds of crime activities, especially if Sannyo's place is youkai-only. I'd expect disguised youkai to really be sticking their fingers in it but humans to be the better part of it.

To me she's a pretty small fish that thinks she's a big fish and that's why she is a nuisance in the village but not the big leagues of Gensokyo. FS established that youkai are playing a long game to make sure no human controls the village and no youkai group goes dominant so I can easily imagine any youkai infiltration of an organised crime ring will be tolerated if it's small, everyone else outing and getting them hunted if it's getting pervasive. I would headcanon they'd prefer it if crime families remained fragmented, not obviously infiltrated, and in a similar low cold war to stop them either spoiling it killing each other off or unifying.
