Howa, Miroku, SKB are three off the top of my head. Most manufacturing is for internal military and police service and done at fairly low volume.

Howa makes some pretty decent and affordable bolt action rifles. Miroku is a bit more high $$ specializing in shotguns and lever action rifles sold by Browning, SKB only exports high end shotguns.

Japan is prohibited from exporting military firearms per their constitution and the terms of their surrender after WW2, so you aren't ever going to see them export a semi auto Type 89 for instance. Funny enough, they are also not allowed to sell their products to paramilitary forces including law enforcement. If a police agency in the US wants tactical Howa 1500s for their SWAT team for instance, they can't buy it from Howa directly. They have to get it through a 3rd party.

Vanguards are actually Howa 1500s imported in parallel with the Howa-branded rifles imported by LSI in Reno. They come from the same factory.

Howa makes a ceremonial version of the 1500 that is dressed up like an Arisaka. Apparently they are smoothbore and in most cases only able to fire blanks. They are also extremely expensive and not offered for export.

So as with lots of cool Japanese things, it exists but you can't have one

I bought their scope leveling jig. It's nicely made, but I found that a set of precision ground machinist gauge blocks work a thousand times better (if you can afford one).
