Really what we need is legislation protecting gun companies from indirect liability in civilian crimes, and you'll probably see the situation turn around. From what I gather, there's no actual state-level ban on machineguns in Oklahoma since they're illegal at the Federal level.
But Federal courts are refusing to prosecute nogs getting busted with MGs. So it looks like Oklahoma is passing their own state-level law allowing state and local prosecutors can throw the book at them.
