JOe comics which had stuff like "Cobra is here on behest of the local national government, they got hired to do some PMC shit, so we can't technically touch them without causing an international diplomatic incident. The V5 is probably the most practical version of the HISS tank, although even then it's more of a fire support vehicle than a true tank. This one has an actual turret and a cockpit that isn't made out of a giant sheet of glass.

They aren't controlled by any other nation, and they are not mercenaries. They have their own company called ARBCO that they use to transport weapons and supplies all across the world. They have deep ties to Extensive Enterprises which is controlled by Tomax and Xamot. They also have deep connections to Destro's MARS which major Bludd also worked for. In both the cartoon and sunbow they are depicted running drug operations or "helping" local governments. Acting as mercenaries is just a front for their real local operations which support their international terrorist operations. The cool thing about Cobra as a opposed to other fictional terrorist groups is that they are legitimately a 3rd state. A group that is in control of islands, and base's all across the world; and that they are the ones doing the infiltration of governments on its own accord as opposed to being a front for government operations.

There's a lot to like about GI Joes vehicles, but the hiss tank was always a misfire for me. Just doesn't look very cool even in a toyetic way.
