There are few scenarios where it actually makes sense to build these, hence why they don't exist.

Strong nuclear powers intend to win nuclear exchanges through counterforce and weak nuclear powers likely understand that building this type of indiscriminate counter value weapon increases rather than decreases the risk of intervention by strong nuclear powers.

cobalt is just more common really and decays slower

I didn't do the numbers but by using a rough estimate a "cobalt bomb" doesn't produce more fallout than a normal 3F bomb. You're just keeping the fallout but decreasing yield.

Now. If you really want to maximize fallout by orders of magnitude then you don't use cobalt, instead you use Tellurium because after capturing a neutron is turned into iodine Te129 + n0 Te130 I129
Unlike cobalt 60, iodine is very soluble and quickly absorbed by the body, not only that, but thyroids concentrate +80% of iodine in the body in a tiny mass that weights only 1/3000 of the body but it's critical.
That means you're maximizing the presence of fallout in the body and concentrating the damage in a critical place as much as possible effectively making 3-4 orders of magnitude more effective than Co60 and more effective than normal fallout that it's only ~1% I129.

Ridiculous. All nuclear weapons are already short-term radiological weapons due to fission product fallout. Cobalt-60 decays too quickly to be anything other than a medium term radiological weapon, and neutron capture ratio is too low for it to be particularily intense. Why would you trade a fuckton of yield for slightly longer lasting radiation?
