disruptors are usually stronger than phasers and are better in a military application, even if they aren't as flexible. not sure when a starship would need to mass phaser an entire city at its lowest power and widest spread setting in order to stun everyone in that city but starfleet deemed it possible enough to use phasers over disruptors for their ships. with how prevalent they are compared to phasers I would assume they're also simpler to make.

Photons are the Federation counterpart to disruptors as main weapons. Everyone used phasers.
Romulans and Gorn used plasma torpedoes as their main weapon.

They did exactly that in TOS, slthough the exact episode escapes me.

Also kinda paints the Federation quite dystopic, doesn't it? If some city or planet gets uppity they can just rock it to sleep, then snatch the leaders and perpetrators while everyone sleeps.

A hand-disruptor and a hand-phaser might as well be different weapons entirely. One is optmized to be a smal arm that never runs out of ammo and can put holes into humanoids all day, while the other is basically an anti-tank weapon that can be tuned down to cause various levels of harm to people down to stunning, at the cost of burning through its power packs like potato chips in comparison.

I think something Kira didn't mention was availability of both weapons and spares. Plenty of rugged Cardassian weaponry around while all Fed guns would've had to be smuggled in and made the Bajorans reliant on an external supplier's graces and whims, and we have a contemporary example on how well that works.
Fed phasers are versatile weapons *and tools* that can pull off pretty much any trick the user can think of, but the logistics train to keep them running was damn near impossible. After the occupation, the Bajorans switched to producing their own phasers.

So to circle back to the original thread question, you use a disruptor if you want a weapon and nothing else, and you want to build it to last. When you want a multitool that can act as a decent gun, you invest in phasers.

Alright fine
I always figured it's a matter of priorities.
Disruptors are better weapons if your goal is to kill whatever you shoot dead whereas phasers are more of a multi-tool for the post-scarcity, sanctimonious hippy navy.
Phasers are used for everything from a light tap on the shoulder, to stunning, to heating rocks up, to emitting specific bands to do some plausible-sounding science-y bullshit to straight up incinerating people.
Disruptors are for disintegrating bad guys, or as The Federation calls them, the good guys.
