Because it's based, home-grown and genuinely a really good choice if they already have inventory of them.
Looks cool, famously reliable, regular 9mm variant is going to be plenty for 99% of situations police are even going to have to fire a weapon in, handling is great for close quarters, and as a bonus it doesn't look quite as imposing and militarised as if they were sitting around with SBRs or full sized rifles, because some places still worry about that kind of thing and wanting police to make people feel safer.
The real question is why wouldn't you use it? They'll have access to heavier weapons if they really need them anyway.

Cleaning is not hard. Changing of recoil springs and maintaining bolt gap will be the primary chores to upkeep an mp5. extractors, roller retaining plates, cocking handles If your slapping the shit out of it every time and maybe some rollers but otherwise they are pretty solid. The german police SEKs and normal police equipment differentiate between countries. The MP5 is currently being replaced by the MP7 in almost all german states. The patrol police has body armour and either an mp5/mp7 in the car. Bereitschaftspolizei and SEK tend towards a G36 or HK416 and the Blaser R93 Tactical as a sniper rifle - rarely the mp5/mp7 unless you are unlucky and underfunded.

The newer units even got the HK G28 instead of the Blaser R93 Tactical. So no even the germans are actively trying to get rid of the mp5.

10mm out of the mp5 platform seems interesting to me. 10mm always struck me as more practical out of a PCC than out of a pistol, and the low recoiling, delayed blowback design of the mp5 seems a great candidate to take advantage of the extra power.

Simply because, over the last 60 years, pretty much the whole system is built around the AR platform. What about the soldiers familiarity with the AR? You want to retrain a million people, from the quartermaster to the captains, on a new rifle? What about the whole supply chain? What about the manufacturers? And that's just the rifle. Same goes for that new caliber. And then the biggest hurdle of them all is the question: Is it worth it? Is the role of the AR in combat scenarios big enough that overhauling everything for an increase in performance is worth the, probably, decade long process? Imagine the herculean ordeal that was the m14 vs. m16 debacle, now multiply that by an order of magnitude. Even without the drama, lies and miscommunication. That will never happen again. The only rifle that would replace the m16 would be a tech jump to a laser weapon that doesn't need to be recharged in the field.

Cops keep shitting on people like they are, more than zero, I suspect. Main points for an MRAP are probably the ballistic resistance, ability to carry a SWAT team close to a barricaded suspect, a stretcher on the floor for a wounded person, and the roof hatches offer cover for someone shooting gas into a structure. Probably a bit of off road capability to drive on someone's yard.
