- you know its abilities: weight 10 metric tons, maximum acceleration/deceleration between 25g and 75g, maximum velocity 0.25c, hull is a single piece bonded by strong nuclear force, no weapons
- you can't cheat with deterrence strategies, you have to actually defeat/incapacitate it

You need a system that's able to impart 75g+ of acceleration to it. Even that would only prevent it from accelerating towards you, stopping it relative to you would require even more. If you had a system that imparted 150g of acceleration into it from a range of 27AU away (!), you could deflect it before it hit the system. If it's using antiprotons and it can hit 0.25c, most of the craft's mass is probably fuel, but it might be using something more efficient.

That might work, the material of the craft should still couple to magnetism. It might also disrupt its propulsion if it uses magnetic fields to direct the plasma. How would you lure it/stop it? It doesn't need to kill all humans, just you.

Consider Phlebas is the worst Culture novel I've read. The author has a massive bug up his nose about war and the book ends the way it does only because multiple characters are acting as illogically and against their own interests as possible. There's also the two different sections of scat fetishism that contribute little (the prison) or nothing (the island) to the plot.
