It was a Catholic part of the Netherlands which at the time was trying to suppress Catholicism, which is why it's a weird mix of Frogs and Clogs. Flemish are Catholic Dutch and Walloons are basically another type of French. They had a bloodless revolt and claimed independence in like 1830, and the Dutch appealed to the UK, France and Germany to not recognize Belgian's independence (because UK was battling Irish independence, Germany with the Poles, France with its regions etc) and they all said "fuck you this is a real country now, get rekt faggot"

as a side-note, Wallonia used to be the armoury of Europe.
Before the FN, wallonia invented the Mosin-Nagant, the first Machine Gun (the Montigny gun), and even before the Mons Meg (the medieval canon, mostly used in Scotland) , and basically build the artillery of the Spanish Empire (through Jean Curtius).
