Pump action bros have to hit 10 dudes spot on, and it ideally has to be a kill shot because they're tracking 10 targets at once, leaving one half-alive crawling away isn't ideal.The 10 single shot dudes only have to hit 2 targets, and if one dies, but he only causes a wounding shot it wouldn't matter much because now one bro has a non-functioning limb. Not ideal for a when there's a 9 dude swarm still alive.
