By 2028 you'll already be generation or two behind to whatever US is building and China copying now.This only plays catch-up to ensure parity. To reach equality or superiority you have to build solid conventional base. Then you can take risks and jump a generation or two, possibly failing and loosing one. At that point the strong base will ensure deterrence. Or just do it while you're enemy has similar setbacks.
