Yous under 35 don't remember how desparate the gun rights landscape was in '94. Semi autos were on the verge of going out and a one gun, bolt action "partisan rifle" made sense. There was discussion of limiting magazime capacity, banning semiauto actions, banning bayonet lugs, banning flash hiders, banning private sales, banning gunshows, banning shoulder things that go up. 32 rnd Glock mags were $100, 25 rnd 10/22 mags were $35. 30 rnd Thermold AR mags were $30.

I bet we could make some sick semi-auto SBR scout rifles today and not breech the weight limit of the original requirements. In essence it’s a small and light, high power-to-weight gun with an unusual optic solution. Like 3000ft*lbs from a <6lb gun, and a 3-5x optic.

It was Ruger's questionalble decision to go with AICS in the first place. Upon release of the GSR HK91 mags were ~$6/ea or less. Now around $10/ and up. They wanted repeatable dimensions and quality control, this makes sense, but comes with a price.

Streyr Mannlicher M95. Cheap milsurp with bayonet lug and en block clip (close enough ?). There is an US made scout scope mount. Put on a burris 2-7 and then you have a €1000 stylish rifle completely not cheap anymore (ammo is a pain to get)

Most of Cooper's requirements were good, the length and weight limits for sure. Some of them aren't relevant now since tech has gotten better, backup irons and a forward mounted scope are two of those.
The specific calibers he named are fine but bullet tech has gotten so much better it opens up new options. Especially in a short barrel.

No, there is a weight requirement and myriad other details that I'm sure are beyond you. It's a concept, a philosophy if you will. There is a Zen like peace o mind associated with a proper sout rifle. But you also have to be fit, more than that, a true Renaissance Man that The Colonel would approve of. as for the burris rt6 its definitely budget but i dont particularly like lpvos and i dont see the value in paying thousands for something better
