Basic ANFO or urea nitrate based explosives on the other hand are dirt cheap, can be made from the literally hundreds of tons of the stuff just about any country has laying around for industrial uses, is stupid easy to mix, is quite insensitive and unlikely to result in accidents, and is particularly good at earth moving when used in large quantities due to lower det velocity. This is a perfect use case for it tbqh.
