In any case, the failures that lead to riot cops getting blasted en masse are FAR upstream from what type of shield they use.

because they need to be able to maneuver and position as a unit. you deal with a riot by moving it around. people get picked off in the process and arrested, or disperse into alleys and fuck off. you keep doing this, moving it from place to place until there's too few people to resist any further arrests or they all just go home. charging a riot and just smacking the shit out of people is how you end up with more people protesting next time and having to do more and more. you tire people out and make them bored/wander off and suddenly protests and riots just 'mysteriously' vanish.

A bulletproof shield is too heavy for standing around hitting rioters and getting hit by them. The traditional police response to bullets in riots is having snipers on overwatch to kill rioters who try to kill your buddies; and the military version of this involves machineguns and grenade launchers.

Against 9mm, maybe. Most riot shields aren't designed for bullets. You can tell because they're made of transparent polycarbonate. Actual ballistic shields are opaque since they're made of UHMWPE and Kevlar like picrel. Polycarb is tough stuff but if you keep shooting it it's going to shatter.

Yes. When the NG does riot control we do it in full combat gear, and the rifles are usually on standby somewhere. The shields aren't supposed to be bullet proof because we already have gear for that.

Nothing happens. (Nothing ever happens). The police snipers on overwatch kill the shooter if they have a good view and track them down later if they don't. By law, anyone dead or injured in the crossfire is the attackers' fault, so if they're caught or fugitives there are extra attempted murder or murder charges on their head, and either way you can be sure whatever media the police can contact will be publicizing the innocents injured by the careless and cowardly would-be cop killer.

Probably suppress the shooter with flashbangs and tear gas while other officers draw their sidearms. Maybe an officer with a riot gun will hit him with a few beanbags before switching to buckshot. The bigger problem is that the shooter is going to start a panic and a lot of rioters are going to get trampled trying to flee an ensuing gunfight. No matter what the cops do, people gunna die.

The other thing that people haven't really mentioned so far is better visibility. A coordinating officer behind the line has an easier time judging what's happening and where when the shields are transparent like that.
Theoretically at least it's probably better for the protesters too. Seeing the people on the other side of the line and anything being currently done behind it is probably better for tensions than just a black wall of shields that CS grenades or rubber bullets occasionally jumpscare them from. Especially in this case where the NG aren't exactly there because they think they need to be, so there's probably at least a little more sympathy than usual.
