They're still functional if all you need is an jet. Problem is that a lot of them don't have radars and the ones that do have a pretty crap one installed so your ability to fight a2a is pretty limited. However the main thing limiting Harriers these days is they're just old as shit, youngest one was made before the turn of the millennium IIRC
