Both are obsolete and have been for decades. RQ-4 replaced the TR-1/U-2 after the 1990s
the ER-2 and WB-57 in NASA service are the only manned atmosphere research/high altitude sampling aircraft, for mil purposes other technologies have supplanted them entirely (even NASA has a couple RQ-4s)
