The Girandoni supposedly could hit 1000fps muzzle velocity. Could you theoretically build a modern pneumatic rifle that can equal the muzzle velocity and energy of a firearm, using air/co2 or other compressed gas?

There's a fundamental misunderstanding of how CO2 works for airguns. It's not compressed in the same way that air is compressed for PCP. CO2 used in airguns is liquid and boils off until it reaches a saturation pressure. The resultant gas is what is used as propellent. Picrel is an explanation from a Hammerli in the 60's.
