Small, not too expensive do-it-all ship to be stationed permanently in the overseas colonies.Eritrea also had quite the history during ww2. It initially served in the red sea, then after the fall of Italian East Africa in 1941 it was forced to leave for Japan while being chased by the Royal navy. In 43 it was sent to Singapore to support German and Italian subs stationed there, but after the Italian Armistice It had to flee again, this time from the Japanese, and joined the Allied fleet in Ceylon. Through 1944-45 it was used to support allied submarines in the Indian Ocean, before returning home.After the war it ended up in French service, as Francis Garnier.

They also had to carry much more powerful engines than an aviso, and be capable of a wider variety of roles, which meant they generally didn't have more than 4 or 5 guns themselves. A gunnery duel between a Bougainville with three 5.5" guns and say, a Benham-class destroyer with four 5" guns wouldn't have been as one sided as you might have been thinking (now if you let the Benham use its torpedoes...)
