Trying to define "normal" clothes is how things got like that. I'd imagine it went something like this: back in 1920, everybody wore normal clothes, which at the time were wool pants and field coats. Then Hans got an idea that if he stuffed rolled up newspapers in his coat that it would stabilize him and he kicked everybody's ass. So they banned that. Then then somebody decided to make a heavy stiff leather coat that might as well have been made of wood and he kicked everybody's ass. So they banned that. Then somebody decided to just wear five coats at the same time and kicked everybody's ass. So they banned that. After repeating that pattern for a few decades, they eventually ended up with extremely specific rules about what your clothes could be made of and how thick and how stiff and how tight and where you could have padding and where you could put straps. The rules for ISSF clothing are incredibly specific, and everyone pushes right up to the edge of what's allowed.

You can also see this in the difference between ISSF and NRA competition. The NRA rules are less strict, so the coats are thicker, usually made of leather or heavy cordura, and fit much tighter. As for the colors, it's partly a euro fashion thing and partly because the color is the only thing not precisely specified by the rules. You can get ISSF clothing in less obnoxious colors, though it's not common. NRA shooting coats tend to be plain natural colors.

The whole point of all the standardization is to remove as many variables as possible except for the shooter's skill. If everyone is using the same gun, same ammo, same clothes fitted the same way, then you take gear out of the equation. Would an olympic shooter shoot worse with a hi-point carbine? Yeah. Would they still shoot better than someone who hasn't spent 20 hours a week at the range for the last ten years? Also yeah.

I'm still pissed stock car racing is what it is today. It's called STOCK car racing, as in something the average Joe can get their hands on. People who do this kind of bullseye shooting spend absurd amounts of time just grinding the fundamentals over and over until they're perfect.

I used to know a guy that competed at the Olympic level in 50m free pistol shooting.
He entered a entered a snub nose revolver competition with a .22lr NAA mini-revolver just for shits and giggles, ended up winning the whole event, beating out some 20 other competitors who brought their best guns.
He said he felt bad about it afterwards because he didn't intend to win the competition or embarrass the other competitors, but that was the end result.

USPSA and other movement-centric shooting sports focus a lot more on map memorization and route planning than shooting, sort-of like skateboarding.
