Electronic warfare's importance has been embraced by every major military.

Unfortunately russia has not been able to demonstrate competence, so instead their current strategy is "ukraine will run out of drones before monke runs out of russians".

Memes aside individual skill has never meant much in war. 15 years ago random chance would kill you with airstrikes. Before that, it'd use artillery, or snipers, or hell just stray bullets, can't dodge that. Thousands of years ago it'd be disease or volleys of high speed arrows, hell even sling rocks. War has never been fair or about skill you just play too many video games.

The issue with fiber optics is that you can't swarm them. It's a solid advance over a line of sight ATGM, but it's not a robot revolution: they're all manually piloted one at a time.
Therefore they're vulnerable to kinetic defenses. Jammers stop the waves of cheap drones, and AI-aimed point defense GPMGs/autocannons stop the fiber optics.
