I don't think there will be some huge backlog since the system is mostly electronic now. But if $200 is chump change to you then I would get ahead of the curve. Remember, it's not just the potential wait for the transfer that you need to worry about, it's also whether or not the can you want will be in stock. Regardless of what happens to ATF wait times I would expect stock shortages when lots of people want to buy a limited number of cans.

When everything is electronic and there is no need for a human to hand type in a bunch of text and numbers and then deal with any typos and shit then scaling is no problem, the computers don't care and the background check stuff is no different the the instant check for guns. 10x or 100x the volume wouldn't change that. A smartphone processor could handle more load, easily.What was holding back eforms from being current speed for the first period was actually that the ATF had continued with their old "first in first out" strict queue. What that meant is that 95% of people could fly through it right away, but for 5% or whatever the background check actually does turn up some sort of flag. Then everyone else after that trouble person had to wait until it was resolved. This added up real fast. The final missing piece was ATF dumping that so that form issue people don't block the line. That too won't change with more volume, except for people with issues (though if they get a known # assigned should also be ok).
