No, he didn't. Colt developed the cartridge. Browning wanted the gun to be in 9mm (not 9x19, his own version of it.).

Agreed, I do like that the round is flat shooting, but they constantly brag about a round that has the same energy as .357 SIG while being less efficient.

I'm not sure; the Russians made 9mm PBP which was a tungsten core and could penetrate IIIA.
