It is a lightly defended helicopter landing pad that at most could hold a hundred or so people on that deck under the landing pad for a few weeks before the overwhelmed it's supplies and water reclamation systems. It would be a great coast guard ship for ferrying migrants to your shores but otherwise it is almost useless as a warship, the UK is wasting alot of money on them especially since they would be easily upgrade to something actually useful. And when did the west stop using deck mounted torpedoes? You could fit a dozen torpedoes launching out the sides there and still have (cramped) quarters for a few dozen 'guests' or alternately nothing there: Instead get rid of the landing pad and install 72-144 VLS launch tubes with Sidewinders or Brimstones, the deck under the landing pad becomes where the missile exhaust vents. I believe it was designed with this idea in mind, it is the only way the design makes sense. If you did that as well as put a couple of Linebacker or Avenger turrets on the front it could be a nasty little 'pocket missile destroyer' if you wanted it to be actually useful in a military conflict, it would certainly be capable of bullying a poor nations navy.
