The point is to make the ground rules clear - this is not like our world, this is a world where assassination is a major industry and regular people are aware of that and just operate around it. That's why cops and federal agents are never a factor in any of the high octane shootouts, firefights, duels, car chases, etc. 'Civilians' seem to only flee when there is an imminent risk of crossfire, and otherwise seem pretty desensitized and uninterested. Maybe that is the director critiquing NYC insular social behavior, maybe it's a commentary on how desensitized we all are to violence in media, idunno. It's like how in Superman and other capeshit everyone just kinda knows there office might get toppled or car might get melted and everyone isn't dealing with PTSD about it 24/7, having panic attacks about the existence of a man that can survive a nuke and pick bullets out of the air, etc.
There was some commentary about how they would film fight scenes in the middle of NY/metro and people just being absolutely oblivious to the apparent violence going on around them, so they went with the theme.
