Because the Turkish Strait is blocked to any warships that aren't, for lack of a better term, native to it, if they want to get more missile boats in action, they have to sail them into the Caspian Sea as the Turks won't allow them to enter and join the Black Sea Fleet.

The only ships that are allowed in Black Sea are ships that are stationed in ports on the Black Sea and are part of the states that border the Black Sea. So Russia can't send shit, as you said, to go and join it. Caspian Sea? They can. Its flotilla is just really small and for intimidating the browns around there. There is a reason they targeted the Black Sea Fleet because if they're gone, they're gone. Few ships can fire the missiles from Caspian Sea that can hit Ukraine so pushing some there is good.

But the BSF is basically neutered anyway. They don't really leave the port (and one ship got hit in port a few weeks ago iirc) and even the new commissioned ships don't leave.
