Though they've managed to get around this in many ways, they've only just recently started buying long range cruise missiles, and their justification for them not being offensive weapons is that they'll only be used as a counter-strike weapon, or if they can see clear-cut evidence of an imminent attack against japan or its allies. So a direct comparison makes little to no sense as France is much more trying to be a European non-US weapons alternative (both for domestic independence sake, but also for political/economic reasons) and makes the vast majority of their military hardware without US systems where at all possible. They also want to maintain a power projection capability that is wholly European, in addition to the UK's. Being a nuclear power that doesn't rely on US nukes also means massive R&D and procurement costs for their nuclear forces, something japan avoids by virtue of being under the US umbrella.

There is no true equivalent to the VAB or VBMR in the JSDF. Maybe the Bushmaster PMV for VBMR and AMV XP to the VAB, but thats comparing a 4x4 to a 6x6 and a 4x4 to an 8x8, so not exactly a good one.
