Millions of space stations and colonies and asteroid facilities and shit, across many star systems, all linked by wormholes so it feels like a single environment (you can "travel across town" through different habitats and it feels like 10 miles but you crossed hundreds of light years) but has no central access point, different parts could be cut, and it's hard to even find. For power you can have wormholes in close orbit around random stars, you can bring in resources and dump trash/heat, you can actually achieve effectively perfect cloaking because you can use a wormhole to some gas giant in another star system entirely as a thermal dump so that your starship/base itself emits no heat. It's one of those seeming simple fun gimmick bits of tech that if you stop and think about exploiting it to the max is ludicrously powerful. And the polar opposite of the Combine super society of a dyson sphere, instead a massively decentralized civilization that makes full use of shitty star systems that'd normally be ignored.
