If the government doesn't like your local WWII memorial event or religious gathering or research or whatever, but it's not strictly illegal either, there's a good chance a bunch of masked guys in random camo outfits will show up and start intimidating people (if not outright roughing them up), reminding them that someone knows where they live, etc.
