Depends on the weapons in use and the nature of the engagement. In this case it sounds like the pilot more facilitated the shot, allowing the WSO to lock and fire.
Basically the entire job of the WSO is to allow the pilot to just focus on flying, anyway. Sometimes that means being an extra set of eyes and cueing up the appropriate weapons, others that means handling the entire lock and release process themselves.
I don't think I've ever seen one referred to as an ace before, but it seems silly to only give the title to the pilot when talking about a two-person aircraft with split responsibilities.

Pilots in World War 1 became aces for shooting down unarmed, immobile observation balloons. Literally almost every single WW1 ace will have some of these on their tally. This would seem to be a lot harder.

Yes, because every pilot would have shot at balloons. They were half the reason for the invention of fighters in the first place. The first air to air kill was on September 24th, where a french pilot fired an improvised fucking rocket at a balloon from the cockpit. Before we even had fixed gun mounts.

Those balloons were often covered by a significant amount of AA and could also have some MGs for self defence. Until the invention of tracer ammunition those balloons could take take a surprising amount of damage. A better equivalent would be the unarmed reconnaissance planes.
