The reason competition ARs are side charging is specifically because the fastest way to clear a malfunction is with a quick cycle of the charging handle, which they do WITHOUT breaking sight picture. The Fabrique Nationale (America) Improved Performance Carbine is the weapon component of the Individual Weapon System, which consists of the .264 LICC cartridge, IPC itself, 25-round magazines for the IPC, and a QD suppressor.
The LICC (Lightweight Intermediate Caliber Cartridge) program also includes another weapon system, the LICC-AMG.
FN adapted the .264 USA cartridge and developed both weapons for the Irregular Warfare Technical Support Directorate, but now they seem to be marketing them together with the MTL-30, which follows the same design language.

The IWTSD LICC isn't related to the NGSW. It's a long-term R&D program and isn't in any (public) competitions.

As a bit of a historical background, .264 USA was spawned by the same 2010-2016 (and also before and after these years) "overmatch" concerns as the NGSW's predecessor, the Interim Combat Service Rifle. Some people called for a powerful assault rifle or battle rifle to address the alleged range problems of 5.56 in Afghanistan and to unity the 5.56 and 7.62 platforms with a general purpose cartridge (GPC), typically something in 6.5mm caliber. .264 USA, which was similar to 6.5 Grendel/6.8 SPC, went with the large intermediate approach, while the Army transmogrified the LSAT program into CTSAS for a full-power 6.5mm cartridge, this ended up merging with ICSR to become NGSW. I'm not sure about this part, but I think FN was contracted by the CTTSO (now IWTSD) to make guns in the Army Marksmanship Unit (AMU)'s .264 USA back in 2019. They've since modified the cartridge and called it .264 LICC.

It's more powerful and likely higher pressure. .264 USA got 2875 ft/s with a 109 grain out of a 16.7" barrel back in 2014, so I think we should wait until ballistic data is released for .264 LICC. IMO it should be a good candidate for an EPR-style load.
I'm personally not a big fan of the GPC concept, but the technology used for the LICC is a step in the right direction and the premise is better than the NGSW's.

According to EmericD (an industry insider) on DelphiForums/Autogun, which some anons also seem to lurk, they made it fatter and shorter to approximate the action length of 5.56 guns and mimic the feel of the M4, which if true would be some unusual dedication to recoil management. I think compatibility with .308 belt links had something to do with it too.

My civilian ass would consider it a success if they managed to pull off ~2900 fps with the 103 gr out of a 14.5" bbl while being controllable in full auto. It would be the ultimate General Purpose Cartridge gun if so. ~20% heavier than 5.56, matching .308 at range, and low recoil were pretty much Schatz's suggestions.

I'm not the biggest fan of the concept, but I think that the AMU did a great job with the .264 USA and combining it with novel case technology and good weapon design on FN's end made for an elegant solution. I would like to say it's a testament to how well government contracts can turn out when they're not conceptualized and managed by incompetent knuckle-draggers (see: NGSW), but I'll reserve judgement until we have ballistics data and footage of the guns in action.
I still think the Evolys needs a QC barrel though.

The name of the game was 1/3 lower co-witness or total co-witness of red dots and iron sights, people only started doing risers and using chinwelds to accommodate night vision tubes dangling off your face.
Even a side-charging weapon will force you to chinweld and use risers because you need an upright neck to aim passively under NODs. If you scrunch down to get a textbook cheekweld you'll slam the tubes into the optic.

The SCAR NRCH handle couples to the bolt with a latch and only lets it go when locked forward. You can mortar it just fine, and even push the handle forward when it's not yet in battery to force the bolt closed.

I thought we were discussing a forward assist function. I’ve mortared Brens before without issue, for what it’s worth, but I see you point. I think the difference between the two is that with the AR, if you successfully pull the bolt back while mortaring, you’ve created a giant lever arm with the charging handle which, if you didn’t pull it back perfect straight, might snap due to the geometry. The Bren, SCAR, XCR don’t have this issue despite similarly little material being used to connect to the bolt.
