From what I've read the soldier who was shot was part of OpFor and dressed as an irregular fighter, so that more than likely added to the confusion. Anyway, time to find out who fucked. Perhaps the military forgot to inform all communities the exercise took place in or maybe someone in local administration neglected to inform his superiors.
