Nuclear carrier means a dedicated harbor to build and maintain the carrier, a dedicated industry sector for the construction and installment of miniaturized reactors, a new logistic chain for the refueling of fissile material, reeducation of officers and sailors in the handling of the reactors' needs and capabilities and auxiliary systems, and the institution of a humongous amount of bureaucratic organs to regulate and control the usage of radioactive fuel and management of radioactive wastes. They can't possibly have one by the 2040s.
