The storm would kill visibility with the rainfall and the winds would make it difficult to move. So the defenders win by staying inside and doing nothing. Maybe let the winds throw grenades back at the attackers. If you use it like a screen to prevent reinforcements, you have a couple hours to completely secure the area and need to immediately push for negotiations with hostages.
