I'm sorry for the shit phone picture, but I can't find it online, this is a picture of the operation plan from the interview the police chief is giving right now.
This was a very well planned operation with a hammer and anvil style tactical plan, reminds me of the plan for the Operation Anaconda, but actually well executed or the best Fireforce tactics from Rhodesia.

The "regular" police forces were used in an incursion coming from the bottom of the favela, this made the criminals scurry away towards the Atlantic jungle patches that surround the favela, this is the common song and dance that always happens in this kind of operation, a couple guys stay behind to hold up the cops and barely anyone is arrested and just a few amount of drugs/weapons are found, but this time BOPE was waiting for them inside the jungle, I can only speculate about how they got there undetected, maybe the infiltration was made days ago, BOPE is trained to survive in the jungle for that reeason.

There is an explanation where it's genuine.
There's been a lot of latam mercs in Ukraine, enough that SBU and South American glowies are investigating cartel connections. There's been a few cartel members kicked out as a result.

Buses and cars leaving Ukraine go through long inspections (so do ones entering but they're looking for different things). It takes hours to cross the border these days.
The main two things they're looking for are draft dodgers obviously but also smuggled military gear. If someone takes a rifle and some grenades and sells it to gangsters in Europe, they could survive as an illegal immigrant for several months, nice way to land a little cash for a fresh start.

Some of those foreign mercs could smuggle shit home too as a bonus on top of their not-very-good salary.

So there is some kind of low level theft and smuggling of donated equipment.
Not the big stuff obviously but certainly some dudes will have stolen and sold nods or grenades or FPV goggles or whatever. A jammer would obviously be something issued at a unit level and which you could claim got blown up or left behind in a retreat or whatever and written off so you can try to resell it to someone.
You might resell it to another soldier going off to deployment but maybe those Columbian mercs might pay a little more for it and who knows what they do with it afterwards.

You'd need to utterly atomise those communities you uprooted and disperse them around nicer neighborhoods so that they didn't immediately start to fester again and had a chance to try and absorb the values of those communities, and those nicer communities would despise you for importing favelamonkeys to their nice areas, so you'd be fighting them in the courts and electorally too

They did that in the past, in 2010 there was a large operation with the involvement of the brazilian army, marines and a federal unit that is like a National Guard.

It led to the establishment of what were essentially small FOBs (or COPs) inside the favelas where regular police would be stationed for the long term, the thing is that during the operation most criminals managed to flee through those jungle areas, so later when the armed forces went home and only the regular cops were left behind, the criminals returned and they either struck deals with the cops or straight up intimidated and things went back to what they were previously essentially.

I understand the confusion, but it is not that hard. The main police work, the actual dangerous police work in Brazil is done by State LE agencies. There are City LE and Federal LE, which have very important roles, but those don't do the actually dangerous shit in Brazil. The dangerous shit is done by State cops. Every Brazilian state government rules over their State LE, which fulfill the actual stereotype of Brazilian cops.
Now comes the confusing part.
Every single state has two separate police forces: Civilian Police (Polícia Civil) - detectives, serving prison warrants, investigation, and its own SpecOps groups. Economically the barrier to be ""productive"" inside those places is way lower than outside. The ideological polution and incompetence outside those places doesn't help, SA isn't like a 2nd SEA ready to boom economically, the retarded game between 'classes' reinforced by ideology, proud ignorance, low productivity/job conditions without any kind of real feedback or motivation to change and victim mentality are a perfect combination for a "let it rot" society.
