Anyway, what you're describing is land reclamation, which is an entire different beast from desertification. Fighting desertification requires fighting what actually causes the desert to be formed (drought, temperature, sand being blown in from nearby deserts), which the changs are doing with cloud seeding and their "great green wall" idea.
Now while I don't know about reclaiming land from deserts specifically, introducing an ecosystem is generally done using "pioneer species", plants which are specialized to poor soils, which naturally improve the soil over time (this usually takes decades but human intervention can speed it up a bit), eventually allowing other species to be introduced.
Now, depending on why the left pics in >>64482420 are barren, what the changs have done could range from "sub-optimal but still works with extra effort", to "actively makes things worse in the long run", to "once again china ruined an indigenous ecosystem for a vanity project". I don't know enough about the specific situation to say, but the latter two seem the most likely.
