The US declines and withdraws from power politics. Unlikely because the US government exists entirely to facilitate large companies, many of whom are in the defense sector. But this wouldn't be "on par" in a desirable way for Russia, which I assume is the spirit of the question.2.Military technology flattens so much that the meaningful tech is achievable for low end powers. This is also unlikely in the near future. The closest you get is a pop-theory that low-end drones and hypersonic missiles are wonder weapons that will make all existing military technology obsolete. But this is a novelty gap rather than a real example. Modern arms races for new tech tend to increase tech gaps.There was a third option for them to gracefully decline from their elevated imperial/soviet status, and essentially piggyback off the progression of a major military power such as the US or China. But Russian leadership peremptorily ended that option by trying to do 18th-19th century foreign policy in the 21st century.
