Since they are buying only 24 units until the newly developed local MLRS is developed, and the only likely alternative is an Indian MLRS but it's not European. Israel has a history of selling classified US arms technology to China since the late-1980s. China's modern aircraft program was kickstarted after Israel gave it access to the IAI Lavi derived from the F-16 in the early-90s. China's done program massively benefited from Israel who sold it drones. Israel has also sold classified data to the Soviets, such as the from the trove of documents stolen by Jonathan Pollard when he spied on the US for Israel.

Prior to mid-2022, when they procured Iranian drones, Russia's entire drone inventory was low-end Israeli drones. More Jewish Israelis have dual citizenship in Russia than in any other country.
