BDC is usually used to refer to reticle features that provide the bullet-drop-compensating function. I'm honestly surprised nobody trademarked it as litigious as the gun industry is. Your example is an elevation knob with bullet drop compensation. I guess you could therefore say it is a bullet drop compensator, as it is a device set up to compensate for bullet drop.

An elevation drum/leaf could technically be called a BDC, it compensates for drop by physically raising the point of aim relative to the front sight, so your eye is always on the target (actually front sight) and you're not aiming off into dead air.The way I see it the term BDC only really applies to optics where you can't or don't dial in the elevation, instead you have a reticle with a bunch of fixed hash marks that indicate drop at a given distance to use as references.
